You can add and remove staff at any time. If you take either of these actions and you have over 6 staff, the appropriate charge/refund will be reflected in your bill for the following month.
For example if you were to add a new staff member halfway through April, they would have immediate access to Teamly and your May invoice would show a monthly charge for May, plus 50% of a monthly charge for the one user who was added in April. If you had removed a staff member you would see a refund for 50% of a seat for the previous month. These charges and refunds are only relevant if you have over 6 users.
